Oxera continues to grow its international senior economist team in the most recent round of promotions

We are delighted to be growing our senior team internationally with the promotion of five Senior Consultants to Principal grade.

In recognition of their considerable success, Oxera has promoted five Senior Consultants to the Principal grade: Christopher Davis, Mohammed Khalil, Dr Nicole Rosenboom, Kimela Shah and Gareth Shier.

Chris joined Oxera in 2011. As a regulatory specialist, Chris advises clients on regulatory strategy, design and incentives. He has provided executive-level advice to investors, regulators and companies across the energy, water, telecoms and transport sectors internationally. Commenting on his promotion, Chris said that he’s looking forward to ‘working with clients on the new challenges and evolving regulatory environment in light of COVID-19, climate change and long-term investment priorities’.

An expert in commercial disputes, international arbitration, and state aid, Mohammed has been appointed as an expert on several international litigation and state aid cases. A gifted economist, Mohammed was listed as a Future Leader in Arbitration in Who’s Who Legal in 2021. Looking ahead to his role as a Principal in Commercial Disputes and State Aid, Mohammed is excited about ‘working even closer with clients in high-profile disputes’ as well as ‘advising clients of state aid support as a result of the pandemic.’

Nicole specialises in competition economics and antitrust damages. Since joining the newly opened Oxera Amsterdam office in 2018, Nicole has provided advice to companies on determining the relevant market, dominant positions and abuse, and antitrust damages claims. As a renowned expert in her field, Nicole publishes regularly in professional business competition law and economics journals and enjoys being part of the live debate as a conference speaker. Commenting on her promotion, Nicole said she is ‘delighted to further lead on Oxera’s work in antitrust and antitrust damages, particularly in the Netherlands’.

Kimela specialises in providing economic analysis in the context of litigation and arbitration, in particular in consumer and collective actions, and for both commercial and competition settings. Her expertise includes applying quantitative techniques and developing analytical models to analyse the economic contribution of organisations, policies and regulations. Kimela is delighted to be joining Oxera’s leadership team, to ‘inspire the next generation of economists’ and to be ‘taking on more leadership in supporting clients’.

Gareth is passionate about the economics of digital markets, specialising in competition, regulation and public policy and has advised many of the largest digital platform companies, global media companies and industry bodies. Gareth’s expertise and experience spans a range of competition and regulatory issues, including merger proceedings, abuse of dominance, collusion and vertical restraints, and he participates actively in the digital regulation debates across Europe. Gareth is excited to be working on the leading digital issues ‘as the next chapter begins for this fast-changing industry’, and looks forward to ‘helping the industry to reach a sustainable and productive balance between the safeguards of regulatory oversight and protection of the freedom to innovate’.

Commenting on the promotions, Oxera Managing Partner, Dr Helen Jenkins said that she ‘is thrilled to be able to celebrate the success of so many young economists at Oxera’ and that their ‘talent will help to bring new insights to our clients’. She went on to say that the promotions will ‘enhance Oxera’s European and wider international presence at a time when sound science and economics are once more gaining ground in decision-making everywhere.’
