A Compelling Approach

How does a financial services firm shape its commercial strategy? Change the way in which capital markets operate? Inform and influence policy debates? Or strengthen its position in competition or regulatory proceedings? At Oxera, we explore and find solutions to some of the most complex issues in the financial services industry. Regulators, retail and investment banks, lenders, life and non-life insurance companies, stock exchanges, and infrastructure providers across Europe and beyond have turned to us. They have all shared our view that any solutions must be innovative, practical and easily understood. If you have a question about market and regulatory design, policy and competition analysis, risk assessment or corporate finance, we will go in search of an equally compelling answer.

  • Originated new innovative market design work in a number of sectors. For example, developed a new model for the provision of flood insurance in the UK with the Association of British Insurers
  • Assessed the impact of draft regulations including the financial transaction tax and the rules on high-frequency trading proposed by the European Commission; and the ban on the use of gender in insurance pricing

We asked Reinder, Fod and Matthew from Oxera to work with our members on options for the provision of flood insurance in the UK. They were very impressive—combining a thorough and expert approach with the creativity needed to come up with an innovative model that doesn’t exist anywhere else in the world. The model evolved into the 'Flood Re' framework that was agreed between the ABI and the Government in 2013, and is now being implemented. Flood Re will allow flood insurance to continue to be offered by the private sector in the UK but at the same time keep premiums affordable for those at high flood risk. Oxera's role in this crucial work was a key factor in it's success, and I can highly recommend them.
