Profile

Roberto specialises in competition economics and market regulation. He has advised competition authorities and companies in the context of competition and market investigations, mergers, cartel and abuse of dominance cases, disputes, and retrospective evaluation studies, in both the UK and Italy. Before joining Oxera, Roberto worked for over five years in KPMG’s Economics team in London, where he managed large and complex engagements with private sector clients and their legal advisers. Before that, he worked at the UK Office of Fair Trading (OFT) and at an Italian economics consultancy based in Rome. During his professional career, Roberto has advised clients across a wide range of industries, including financial services, healthcare and energy.

  • Managed the ex post evaluation of eight UK merger cases cleared by the Competition and Markets Authority (CMA) and its predecessor bodies, with a focus on market entry and expansion, in a project commissioned by the CMA (2016–17)
  • Economic advice to one of the largest UK banks in the context of the CMA’s investigation into the supply of personal current accounts and of banking services to small and medium-sized businesses in the UK (2014–17)
  • Economic advice in the context of an ongoing NHS merger, including catchment area analysis to assess local competition (2017)
  • Economic advice and strategic support to a leading private healthcare provider in the context of the CMA’s market investigation into UK private healthcare provision, and subsequent appeal and remittal inquiry (2012–16)

  • Analytical support to the testifying expert in the context of a large commercial dispute in the petrochemical sector in North America (2014–15)
  • Economic advice to a leading insurance company in the FCA’s Thematic Review of Annuities and the subsequent Market Study into Retirement Income (2013–15)
  • Advice to a leading insurance company in the context of the CMA’s investigation into private motor insurance in the UK (2012–14)
