Oxera appoints competition Partner in France

Dr Hélène Bourguignon joins one of Europe’s top competition practices to lead its team in France.

We are delighted to announce that Dr Hélène Bourguignon is joining Oxera this week to head up our expanding team in Paris. Hélène has more than 15 years’ experience in Competition Economics. She joins us from MAPP-KPMG, where she led antitrust and merger cases in a wide range of industries including consumer goods, transport, healthcare, and online platforms. Hélène has also worked at the Conseil de la Concurrence and the Autorité de la concurrence, in both antitrust and merger cases. Hélène graduated from the École Nationale de la Statistique et de l’Administration Économique (ENSAE) and received a PhD in Economics from the Université Paris 1 Panthéon-Sorbonne and the CREST-LEI. Hélène has been selected for the W@ ‘40 in their 40s’ Notable Women Competition Professionals in Europe, the Americas and Africas, as part of the ‘Economics and Academia’ category.

Hélène joins Oxera Principal Professor Ryan Williams—an expert in corporate finance, and particularly in valuation, financial institutions, risk management, and law and finance—who is also a Professeur Affilié at the Université Paris-Dauphine – PSL. Together—along with our excellent team of economists and financial experts in Paris—they will provide Oxera’s full range of expertise tailored to the unique challenges of the French market.

Our newly relocated Paris office is one of Oxera’s eight offices that form a network for sharing expertise and insight across Europe. In particular, unique ties with Brussels enable our team on the ground in Paris to pioneer the application of economics in a commercial context, as well as in the more traditional area of competition law.

Hélène’s appointment, and the promotion to Partner of another one of our talented competition economists, Brussels-based Stéphane Dewulf, demonstrates Oxera’s ambition to further strengthen our European competition practice. Partner Dr Luis Correia da Silva remarks that ‘economics and finance are playing an evermore important role in decision-making across the world, and France is no exception. The rise of complex competition issues—including those in state aid, mergers, and acquisitions—demands more economic expertise and insight than we’ve ever known.’
