Oxera continues to expand its senior team with promotions to Principal and Partner

Today, Oxera announces promotions to its senior team, reflecting the firm’s continued growth and strength across key areas of expertise.

Shreya Gupta and Paula Stillman have been promoted to Partner, while Vikki Davis, Elizaveta Kovaleva and Enrico Russo step into new roles as Principal.

These appointments recognise their contributions to the firm, their expertise, and Oxera’s ongoing investment in its people and capabilities.

Vikki Davis plays a key role in Oxera’s legal and governance function. As Principal, Head of Legal and Company Secretary, she will further shape its strategic contribution, helping navigate risk while enabling growth. Commenting on her promotion, Vikki said, ‘This is a fantastic opportunity, and I’m looking forward to deepening the function’s impact across the business—championing good governance, supporting sound decision-making, and ensuring the team supports the firm’s long-term ambitions.’

Shreya Gupta, CFA is an expert in financial valuation, with particular expertise in matters involving intellectual property (IP). She will focus on growing Oxera’s IP practice and strengthening our commercial litigation and arbitration work in Hi-Tech and Life Sciences sectors. Commenting on her promotion, Shreya said, ‘I’m really looking forward to growing our IP practice and continuing to build the variety of work in that space. Through this work, I’m keen to strengthen collaboration between the Competition and Finance & Valuation teams, and explore how we can make better use of data science tools in our disputes work.’

Elizaveta Kovaleva specialises in regulatory finance and price control design in the energy sector. In her new role as Principal, Elizaveta will join Oxera’s leadership team focusing on energy networks and other regulated assets. Reflecting on her promotion, Elizaveta said, ‘I’m pleased to be taking on this new role at a time when the energy sector is playing a pivotal role in achieving decarbonisation targets. I look forward to continuing to support clients with regulatory finance issues in energy and develop Oxera teams.’

Enrico Russo has worked in Oxera’s Regulation and Market Design practice since joining as a Senior Consultant in 2022. In his new role, Enrico will support clients across the UK and EU infrastructure space and help expand the practice into new sectors. Commenting on his promotion, Enrico said, ‘I’m looking forward to continuing to support clients across complex infrastructure markets in the UK and EU, and to building on Oxera’s work in regulation and market design. I’m also excited to help broaden the practice into new sectors, working closely with colleagues to develop practical, evidence-based solutions to emerging challenges.’

In her new role as Partner – People and Culture, Paula Stillman will continue to shape Oxera’s people strategy and culture. Commenting on her promotion, Paula said, ‘Our culture is one of Oxera’s real strengths. Oxera has always had a strong focus on supporting its people and their careers, creating an environment where individuals are trusted, supported and encouraged to grow. I have experienced that first-hand, having joined as an HR Assistant and worked across the HR team in different roles. I’m excited to contribute even more directly to how we support and develop our people.’
