Oxera welcomes Alistair Phillips-Davies as Strategic Adviser

Oxera announces the appointment of Alistair Phillips-Davies CBE as Strategic Adviser, effective from 1 May 2026. Further strengthening its specialist Energy team.

Alistair has extensive experience in the energy sector, having served as Chief Executive Officer of SSE plc — a FTSE 100 electricity infrastructure company — from July 2013 until 2025. Alistair joined SSE (then Southern Electric plc) in 1997 and held a wide variety of senior leadership roles across the group. A chartered accountant by training, he led SSE’s wholesale, retail, and enterprise divisions before becoming Chief Executive.

Under his leadership, SSE was highly influential in the UK’s clean energy transition, overseeing record levels of investment in electricity networks, renewable generation, and low-carbon infrastructure. Alistair was awarded a CBE in 2024 for services to the energy industry and has been a prominent advocate for long-term, strategic thinking in energy policy and regulation.

In his new role at Oxera, Alistair will provide strategic counsel to clients across Europe and globally, focusing on energy market design, regulatory frameworks, and decarbonisation pathways. He will work closely with Oxera’s established energy practice to support governments, regulators, and private sector clients navigating complex economic and policy challenges.

Commenting on his appointment, Alistair said ‘Joining Oxera, a firm renowned for its strategic insight and analytical rigour, comes at a time when the energy sector in the UK and across Europe is going through profound change. I look forward to supporting clients in addressing both the opportunities and challenges ahead.’

Dr Luis Correia da Silva, Oxera Chair and Partner, said ‘Alistair’s depth of experience in energy and finance at the highest levels makes him an exceptional addition to our team. He’ll work mainly with Partners Simon Wilde, Sahar Shamsi, Srini Parthasarathy, and Peter Hope to provide Oxera’s clients with world-class expertise on the challenging issues facing the energy sector.’
