Oxera opens an office in Hamburg and appoints three new economic experts

Today, Oxera announces the appointment of Dr. Philipp Schliffke, Anna Maria Ruhr-Doose and Sina Rummelhagen who join in Hamburg from the firm Hamburg Economics.

Dr. Philipp Schliffke joins Oxera as a Partner to lead the team in Hamburg as part of Oxera’s expanding presence in Germany.

Philipp is a National Leader in Germany for Competition Economists, as recommended by Who’s Who Legal for 2023. He studied economics at the University of Hamburg where he subsequently taught competition economics to undergraduate students. Following the completion of his doctorate in evolutionary game theory and experimental economics, he joined an economic consulting firm in 2012. Philipp further gained extensive experience advising in antitrust proceedings during his time as Managing Director at Hamburg Economics, which he co-founded in 2017.

Joining Philipp at Oxera’s new office in Hamburg are his colleagues from Hamburg Economics, experienced economists Anna Maria Ruhr-Doose and Sina Rummelhagen.

Anna studied at Philipps-Universität Marburg before starting her career in economic consulting in 2007. Anna is a founding member of Hamburg Economics where she held a managerial position since 2017. Most recently, Anna has advised on antitrust proceedings in a range of sectors as well as being an expert in mergers.

Sina studied economics at both the University of Hamburg and Aarhus University in Denmark, focusing on microeconomics and econometrics. She began her career in economic consulting in 2013 where she worked on antitrust damages and competition cases. Since joining Hamburg Economics in 2018, Sina has continued to work on cases in transport, logistics, and cosmetics.

Commenting on the appointments, Philipp says that he is ‘excited to begin the next chapter of his career with Oxera’ and ‘being part of such a talented team in Hamburg, Germany, and wider Europe’. He goes on to say that ‘the decision to dissolve Hamburg Economics was not an easy one but I do so with the confidence that Oxera’s reputation for quality, rigorous and impactful work align with the standards and values that I, Anna and Sina hold ourselves to’.

Dr. Schliffke joins Partners Enno Eilts, Dr. Alex Gaigl, and Bastian Gottschling in Berlin and Frankfurt who together—along with an experienced team of economists and finance experts in Germany—will provide Oxera’s full range of expertise tailored to the German market. Oxera’s office in Hamburg is one of nine locations that together form Oxera’s network for sharing expertise and insight across Europe.

Commenting on Philipp’s appointment, Enno Eilts, Partner, says that ‘the appointments of Philipp, Anna, and Sina come at a time when we are seeing a big increase in demand for economic insight into commercial, legal and regulatory debates.
