Felipe is a seasoned economist with over 20 years’ experience in competition policy, litigation and regulation. He co-heads Oxera’s global Digital, Telecoms, Media, and Technology (DTMT) practice and holds a senior leadership position in Oxera’s Madrid office.
He has provided expert witness testimony in high-profile cases before UK, Spanish and other European courts. His broad expertise spans abuse of dominance cases, vertical agreements, mergers, damages quantification in litigation, international arbitration and commercial disputes, as well as advising corporates and government agencies on regulatory policy and strategy.
Felipe is a recognised expert in the telecoms sector, where he has advised on wholesale and retail market reviews, margin squeeze assessments, wholesale fibre access pricing, commercial disputes and international arbitrations. In the media sector, his work includes economic analysis of joint selling agreements, passive sale restrictions, copyright licensing, and horizontal and vertical mergers involving platforms, networks, and content. Felipe also has experience in the financial services, digital markets, sports, agriculture and postal and logistics sectors.
His clients include leading operators such as BT Group, Openreach, and Virgin Media O2 in the UK, Open Fiber in Italy, and the pan-European operator United Group. He also works with regulatory authorities, such as ComReg in Ireland, supporting the design and implementation of regulatory frameworks that promote competition and investment.
In addition to his long-standing career as an economic expert, Felipe has also worked as a Senior Economist at BT Group. He has also held various roles in strategy, regulation and finance at the incumbent telecoms operator in Peru, Telefónica del Perú.
