Tom Fleming Analyst

Tom is a member of Oxera’s Competition team. He applies his practical knowledge of economics and analytical tools to provide solutions to a range of client issues. He has delivered analyses for various competition cases, most predominantly in antitrust, and his experience spans several sectors, including construction and transport.

Tom graduated with an MSc in Economics from Bocconi University, Milan, and an MSc in Economics and Financial Economics from HEC Paris. Prior to joining Oxera as a Paris-based Analyst in 2024, Tom completed two internships with the firm: in London in 2022 and in Paris in 2023.

  • Undertook a quantitative analysis of pass-on in the alleged trucks’ cartel and reported the findings (2025)
