Tanja Salem : Principal

Tanja is a member of Oxera’s Regulation and Market Design and Competition teams, with over 20 years’ experience applying her expertise in communications, digital and other sectors characterised by networks. She has a strong track record of advising large corporates in regulatory strategy, competition investigations and litigation.

Most recently, Tanja was Director of BT Group’s in-house Economics team in the UK (2017–25). In 2025, she led her own consultancy before joining Oxera in 2026. Previously, she led competition work at the communications sector regulator, Ofcom, and the financial services regulator, as well as in consultancy.

  • Advising a German electricity DSO on the cost of capital in a litigation against a regulatory decision by BnetzA (2026–)

  • Advising the owner of a midstream gas pipeline evaluating options for FRAND access to its assets by third parties (2026–)

  • Supporting the economic expert in respect of their report in a litigation regarding financial benchmarks in the UK High Court (2026-)

  • Authored an independent economic report (commissioned by NatWest) on FRAND data access pricing (2026)

  • Authored an independent economic report (commissioned by NatWest) on potential incentives for creating an alternative account-to-account payments system in the UK (2025)

  • Economic advice to consumer group Which? in support of its responses to the CMA’s SMS investigations into Google’s and Apple’s mobile ecosystem as well as the CMA’s remedy proposals (2025)
