Tanja Salem : Principal

Tanja is a member of Oxera’s Regulation and Market Design team with long-standing expertise in competition and regulatory economics applied to digital, telecoms and networked industries. She has a strong track record in advising large corporates in regulatory strategy, mergers, and investigations as well as litigation. Tanja’s more than 20 years of experience spans consulting, regulators (Ofcom and the Financial Services Authority) and corporates.

Tanja headed BT Group’s Economics team in the UK (2017–25), and previously Colt Technology Services’ pan-European regulatory function, advising on regulatory strategy and competition matters and overseeing economic and financial analysis. She also led competition work at the UK communications sector regulator, Ofcom, the financial services regulator, and in consultancy where she advised clients in a range of sectors including water, financial services and communications.

Tanja’s focus is on developing Oxera’s work with companies and regulators in Germany, Austria and Switzerland.

  • Review and challenge of independent economic expert submission in a competition class action before the Competition Appeals Tribunal (2025)

  • Led BT Group’s economic analysis and engagement with the UK CMA on the Vodafone/Three merger investigation (2024–25)

  • Led BT Group’s economic analysis and engagement with Ofcom ahead of the wholesale fixed telecoms market review periods commencing 2021 (2017–2021) and 2026 (2024–25)

  • Led economic analysis on BT Group’s spectrum matters, including fees, achieving material cost savings (2023–25)
