Peter-Carlo Lehrell : Senior Adviser

Peter-Carlo joined Oxera as a non-executive Director and Senior Adviser (Strategy) in December 2020. As founder and CEO of a number of international public policy businesses, Peter-Carlo has worked with Oxera either for joint clients, or as a client himself since 1998.

An expert in professional public affairs and public policy strategy across numerous sectors, Peter-Carlo was Chairman over two decades of one of the world’s most extensive networks of professional public policy advisers.

Peter-Carlo also founded and built what became a leading practice globally in his own area of policy specialisation, namely competition policy. Peter-Carlo and the teams in his businesses served companies as varied as Amazon, AMD, Apple, Bertelsmann, BP, EMI, Endesa, General Electric, Ikea, Nordea, Royal Caribbean Cruises, Russian Railways, RWE, Samsung, Shell, Starbucks, Siemens, United Technologies, Universal Music and Xstrata.

Peter-Carlo is a strategist. His current roles include lead strategic adviser for a party engaged in a major international trade dispute; strategic adviser for the construction of a major new Central European rail cargo link, and strategic adviser in relation to the creation of a major global sports platform. In 2020 Peter-Carlo also advised both Boeing and Embraer on the competition policy implications of their planned but ultimately abandoned merger.
