Khaldia Al Kasm : Senior Consultant

Khaldia is a member of Oxera’s Transport, Regulation & Market Design, and Impact Assessment & Policy teams. She has over seven years of experience in applying economics to a range of issues in public policy,  regulation and competition. Her work includes business cases, economic impact assessments, and evaluation design.

Before joining Oxera, Khaldia was part of the Arup City Economics team. She also spent four years at Economic Insight.

  • Managed a project advising on the traffic forecasting approach of a European airport (2022–23)

  • Managed a project assessing the economic value of night flights for a large UK airport (2023)

  • Estimated the economic cost of ill health among the working-age population for The Times (2022)

  • Advised the UK Department for Levelling Up, Housing & Communities on its quantitative evaluation approach to the freeports programme (2022)

  • Supported Transport Infrastructure Ireland in the economic case for road user charging on the national roads network in Ireland (2022)

  • Managed a project to support the ScaleUp Institute in its evaluation of the peer network programme, a flagship programme funded by Innovate UK EDGE (2021–22)
