Harvey Nash : Senior Consultant

Harvey is a member of Oxera’s TMT and Regulation teams and has extensive experience in the telecoms sector (both mobile and fixed). He applies economic thinking to advise on issues faced by public and private institutions, including in relation to regulatory policy, mergers, auction design/strategy and the design of market reviews.

Prior to joining Oxera, Harvey has worked as a Senior Economist at a UK mobile network operator, and as an Economist in the Chief Economist team at the UK telecoms regulator, Ofcom.

  • Provided a report for Virgin Media O2 assessing the economic theory underpinning proposals by the national regulator, Ofcom, to prohibit in-contract price increases linked to inflation (2024)

  • Advised a European telecoms operator on the possible anti-competitive implications of volume discounts offered by the incumbent operator (2023–24)

  • Advised a European telecoms operator in relation to a margin squeeze complaint (2023)

  • Advised a European mobile telecoms operator on the implications of a vertical merger on future incentives to offer wholesale access (2023)

  • Advised a West Asian mobile telecoms operator on the economics of parallel pricing (2023)

  • Provided advice to support the pro-competitive case for a UK mobile merger (2022–23)
