Francesco Gatteschi : Analyst

Francesco is a member of Oxera’s Finance & Valuation team, specialising in regulatory finance, state aid and subsidy control issues, and commercial disputes. Francesco has experience advising companies on valuation issues in the context of transactions, commercial arbitration and litigation, as well as in regulated industries such as energy and water. He has also worked on state aid cases in the transport sector.

Before joining Oxera, Francesco worked in the advisory team of a leading consulting firm and as a researcher in the Finance and Accounting Department at INSEAD Business School, where he developed skills in quantitative finance applicable to financial markets.

  • Supporting a South American state in the context of an investor-state arbitration regarding a telecommunications concession (2025–)

  • Advising several UK energy companies on investability for the upcoming RIIO–3 regulatory period (2024–)

  • Assisting two European airlines in their appeals before the EU General Court regarding various State aid measures granted to competitor airlines (2024–)

  • Advised a European energy network on financeability matters with the regulator (2025)

  • Supported a Southern European farming cooperative in the context of litigation proceedings against a regional government authority regarding an authorisation to expand the farm’s size. This work consisted of estimating the damages suffered by the cooperative (2025)

  • Advised a Central Asian state in the context of an investor-state arbitration concerning the alleged expropriation of multiple assets. This work consisted of challenging the investor’s damages claim (2024–25)
