Chiara Belforti : Analyst

Chiara is a member of Oxera’s Regulation & Market Design and Energy teams. She specialises in network regulation and competition analysis.

She has worked on projects in the energy and transport sectors, providing analytical and strategic support to Italian and European clients on regulatory and competition matters. She has also experience in carrying out economic analyses in the context of antitrust cases.

Chiara holds a BSc and an MSc in Economic and Social Sciences from Bocconi University in Milan. Prior to joining Oxera, she worked at a boutique economic consultancy in Milan, specialising in regulation of the energy and infrastructure sectors, and economic analyses in antitrust proceedings.

  • Supported an Italian client in quantifying damages following an infringement of Article 101 TFEU in the heavy truck manufacturing sector (2025)

  • Analysed the expected evolution of ancillary services costs in the electricity market across selected European countries for a Greek association of electricity producers (2025)

  • Conducted benchmarking analysis comparing electricity transmission costs and the allowed cost of capital (WACC) for transmission system operators in key European countries (2025)

  • Provided strategic advice to an Italian motorway operator in response to regulatory developments (2024–25)
