Antonio Fino Consultant

Antonio is a member of the Finance & Valuation team at Oxera’s Milan office. He has extensive expertise in corporate finance, which he has applied in numerous cases involving State aid, commercial disputes and regulatory finance.

Prior to joining Oxera, Antonio spent two years in the corporate finance department of one of the ‘Big Four’ firms in Milan, contributing to advisory projects in the areas of business valuation, including impairment tests and M&A transactions, as well as intangible asset valuation and business planning.

Antonio holds a Master’s degree in Finance and a Bachelor’s degree in Economics & Finance from Bocconi University, with a focus on corporate finance and business valuation.

  • Advising a European energy operator on the notification procedure to the European Commission regarding the operation and construction of new nuclear power plant and the State aid that the government intends to provide to support the project’s implementation (2025–)

  • Advising two of Europe’s leading airline companies on State aid matters (2025–)

  • Providing regulatory finance support for one of Europe’s leading motorway concessionaire (2024–)

  • Prepared an expert report in the context of an Italian proceeding before the Council of State concerning a car rental services company (2026–)

  • Provided regulatory support to an Italian motorways concessionaire in its responses to consultation documents published by ART (2025–2026)

  • Conducted economic and financial analyses to determine whether an agreement between an airline company and an airport operator constitutes State aid (2025–2026)
