Alistair Phillips-Davies : Strategic Adviser

Alistair brings over two decades of senior leadership experience in the energy sector, having served as Chief Executive Officer for SSE plc—a FTSE 100 electricity infrastructure company—from July 2013 until 2025. Under his leadership, SSE was highly influential in the UK’s clean energy transition, overseeing record levels of investment in the electricity networks, renewable generation, and low-carbon infrastructure. His career at SSE spans from 1997 to 2025, during which time he held a range of senior roles across multiple business areas, including Energy Supply Director, Director of Corporate Finance and Business Development, Generation and Supply Director, and Deputy Chief Executive. He is currently Chairman of SSEN Distribution.

Prior to his career in the energy sector, Alistair worked in corporate finance and business development at HSBC and NatWest, in both London and New York. This foundation in finance has informed his strategic approach throughout his career. He is a qualified chartered accountant. He has served as a Fellow of the Energy Institute, Vice President of Eurelectric, and Director of Energy UK.

Alistair has played an active advisory role to the UK government, contributing to bodies including the Transition Finance Council, the Net Zero Council, and the Prime Minister’s Business Council. He was awarded a CBE in 2024 for his services to the energy industry and net zero, and has been a prominent advocate for long-term, strategic thinking in energy policy and regulation. He brings expertise in large-scale energy company leadership, project development, and a whole-systems view of the Clean Power Mission.

In his role at Oxera, Alistair provides strategic counsel to clients across Europe and globally, focusing on energy market design, regulatory frameworks, and decarbonisation pathways. He works closely with Oxera’s established energy practice to support governments, regulators, and private sector clients navigating complex economic and policy challenges.
