Aaron Bell : Consultant

Aaron is a member of Oxera’s Competition team, where he advises on antitrust investigations, private litigation, market studies, and mergers. He has provided economic analysis and strategic advice to defendants, claimants, and competition authorities across a wide range of cases.

He has particular expertise in digital, data, and financial markets, with experience spanning market definition, assessment of market power, competitive effects analysis, and excessive pricing investigations. He has also advised on overcharge and pass-on issues in the context of abuse of dominance and cartel damages cases.

Before joining Oxera, Aaron was a Lead Associate Economist at the UK Financial Conduct Authority (FCA), where he led economic analysis on market reviews and Competition Act investigations.

He holds an MSc in Economics from Birkbeck, University of London, and has a background in mathematics and data science.

professional experience

  • Advising Google in antitrust litigation before the Competition Appeal Tribunal (CAT), including abuse of dominance allegations relating to exclusivity agreements and excessive pricing (2024–present).

  • Advising Microsoft in antitrust litigation before the CAT, including abuse of dominance allegations (2024–present).

  • Conducted economic analysis of pass-on issues in the context of follow-on damages in a cartel (2025–present).

  • Provided economic analysis relating to market concentration and merger incentives in horizontal and vertical mergers, before the Competition and Markets Authority (CMA) and other European competition authorities (2025–present).

  • Advised claimants preparing actions before the CAT, including assessment of value of commerce and on expert methodology issues (2024–25).

  • At the FCA (2020–24): led economic analysis in Chapter I and Chapter II Competition Act investigations, and contributed to major Market Studies, including the Trade Data Review (2023), the Strategic Review of Retail Banking Business Models (2022), and the General Insurance Pricing Practices Review (2019).
