Oxera grows its partnership, welcoming four new Partners
We welcome Sir Philip Lowe as a new Partner, together with the promotion of three new Partners, with effect from today
Sir Philip has had a distinguished career, holding the senior positions of Director-General of Competition (2002–10) and of Energy (2013) at the European Commission, and Board Member of the UK Competition and Markets Authority (2010–13). Since joining Oxera as a Senior Adviser in May 2018, he has played a lead role in our EU merger and antitrust work, and in our international energy practice.
Furthermore, in recognition of their key leading role in taking forward opportunities in Oxera’s Efficiency, Financial Services and Energy practices, Dr Srini Parthasarathy, Helen Ralston and Sahar Shamsi, CFA are promoted from Principal to Partner.
Srini specialises in econometrics and efficiency, including stochastic frontier analysis and data envelopment analysis. Since joining Oxera in November 2010, his expertise in these areas has informed his advice to a wide variety of organisations, investors, companies, and regulators across almost all regulated sectors in Europe. Meanwhile, Srini has maintained his place at the cutting edge of econometrics, acting as an official expert to European regulators, and providing expert insight at conferences, events, and courses. He is also an ad hoc reviewer for numerous academic journals.

An expert in the financial services markets, Helen has experience in competition policy, regulation, litigation and arbitration, with high-profile projects including the European Commission’s investigation into the proposed London Stock Exchange and Deutsche Börse merger, the impact of the financial transaction tax, and the investigations into FX trading by various competition and financial regulators. She is listed in ‘30 in their 30s’ Notable Women Competition Professionals.

Sahar specialises in corporate finance, with a focus on the economic regulation of utilities, in particular in the energy sector. She has advised companies and regulators across Europe, the Middle East and Australasia. She also leads the delivery of the finance models for Oxera’s Utility Regulation and Utility Finance courses, and has taught Economics for Competition Law at King’s College London. Sahar is listed as an Expert in the Who’s Who Legal: Energy guide to leading lawyers and experts in the field worldwide.
