Evidence from Oxera and Arup underpins the UK Office of Rail and Road’s consultation on open access. Oxera and Arup conducted an impact assessment of four options proposed by the Competition and Markets Authority for introducing greater on-rail competition. The analysis found that greater open access could have a significant impact on outcomes in the rail sector.
