The German regulator, BNetzA, is currently determining the productivity factor X for the forthcoming regulatory period. As the bigger part of the network operators’ allowed revenues will be indexed by RPI – X every year, this means that X has a large effect. The German utility association, BDEW (Bundesverband der Energie- und Wasserwirtschaft e.V.), approached Oxera to provide comprehensive economic analysis on what the correct value of X should be.
