José Daniel has extensive experience in competition economics, with a particular focus on mergers, damages quantification, and antitrust litigation across sectors such as automotive, retail, insurance, and consumer goods. He also specialises in energy regulation, with expertise in conducting detailed regulatory assessments through his work analysing a broad range of regulatory changes, consultations, and proposals in the Spanish energy sector.
Prior to joining Oxera, he worked across public institutions, consulting, and a Spanish electricity association. As an expert adviser on energy regulation at one of Spain’s leading electricity associations, he played a key role in developing and defining the association’s position during significant regulatory developments, and represented the association in bilateral meetings with national regulators (CNMC and the Ministry of Energy).
Previously, he worked at KPMG as a Manager and Senior Manager for over ten years, advising clients on energy regulation and competition economics across multiple sectors, leading high-impact projects, preparing expert reports, and providing expert witness testimony in court in follow-on damages cases.
He also held roles as a Technical Advisor at the Spanish National Energy Commission, contributing to regulatory analysis and market assessments in the electricity sector, and as an Economist in the Competition Division at the Colombian Competition Authority, where he handled merger cases, cartel and abuse of dominance investigations.
