Giulia is a Principal at Oxera and leads the firm’s EU energy policy work as a member of the Regulation and Market Design team. She has over thirteen years’ experience in infrastructure regulation, policy and market design across the public and private sectors.
She has deep expertise in EU energy and climate policy, with a particular focus on the regulation of emerging low-carbon value chains, including hydrogen, CCUS and biomethane. Her work spans regulatory frameworks, market design and policy development across European energy markets.
Before joining Oxera, Giulia spent nearly seven years at the gas infrastructure operator Snam, where she led work on climate policy and gained extensive experience of regulatory issues across multiple European jurisdictions, including Italy, France, Greece, Austria and the UK, as well as in infrastructure planning. Prior to this, she worked as a regulatory economist at Ofgem and Ofwat in the UK, and at the European Bank for Reconstruction and Development, focusing on energy policy and regulatory reform across Central Asia. Across these roles, she developed broad expertise in gas and electricity market design, regulation and analysis in both advanced and emerging economies.
