Pete Duell : Principal

Pete is a senior manager with nearly two decades of experience in the water sector, specialising in regulatory strategy, business planning, price reviews, and digital strategy. He recently served as Head of PR24 Strategy at Anglian Water, where he had been central to the company’s PR24 Price Review submission and subsequent engagement with Ofwat and the Competition and Markets Authority (CMA). He brings extensive expertise in outcomes regulation, outcome delivery incentives (ODIs), and regulatory reform, with a proven ability to navigate complex regulatory frameworks and influence stakeholders across industry, government and regulatory bodies. Pete combines strategic insight with operational delivery, working across functions to develop coherent approaches that align regulatory requirements with broader business objectives. His earlier career included six years as Head of Strategy, Architecture & Planning within Anglian Water’s Information Services directorate, where he successfully delivered digital transformation initiatives and managed significant capital and operational budgets.

A confident communicator at all levels, Pete excels at translating complex regulatory and technical issues for senior leadership and board audiences. He has built a strong network across the water sector, regulators and government, which he leverages to understand emerging policy directions and shape future regulatory approaches. Throughout his career at Anglian Water, Pete has demonstrated adaptability and breadth, successfully leading teams across diverse areas including regulatory policy, investment planning, technology strategy and data management.

  • Regulatory strategy for PR24 Price Review at Anglian Water, ensuring Business Plan and regulatory engagements aligned with overall strategy, overseeing ODI strategy, price control deliverables and base cost development, and leading decision-making framework for the Board’s consideration of whether to accept the Final Determination (2022–25)

  • Core member of the CMA referral team at Anglian Water, working with strategic advisers to develop and defend the company’s referral of Ofwat’s Final Determination, including drafting the case, coordinating joint working with other water companies and leading responses at hearings (2022–25)

  • Development of 25-year forward look on technology impacts at Anglian Water to inform Long-Term Delivery Strategy for PR24, involving external consultancies and internal business leads (2021–22)

  • Head of Strategy, Architecture & Planning role at Anglian Water, supporting CIO to revitalise outdated operating model, improve service delivery, enhance data science capabilities and reconnect Information Services directorate with business goals, including setting digital and technology strategies and managing investment planning budget of circa £20m per annum (2016–22)
