Debby Moore : Senior Consultant

Debby is a Senior Consultant in Oxera’s Competition practice, specialising in antitrust litigation across the Digital and Transport sectors. She advises both defendants and claimant groups in abuse of dominance and anticompetitive agreements cases, and has assisted in the preparation of expert testimonies in antitrust investigations and follow-on damages claims. Beyond litigation, Debby supports clients on regulation, market design, public policy, and impact assessments. Her expertise is further strengthened by a Master’s specialisation in behavioural economics, complemented by work investigating consumer perceptions in transport.

Prior to joining Oxera, she was a strategy analyst for Telefónica (UK), gaining a comprehensive understanding of the mobile and fixed telecoms markets.

  • Advising a global online travel platform in the context of European investigations into its use of most-favoured-nation clauses (2021–)

  • Acting for a global software provider in an abuse of dominance claim concerning the resale of second-hand software licences (2023–)

  • Assessed pass-on of alleged damages to downstream retailers in the heavy vehicle sector on behalf of a group of OEMs (2025)

  • Advised a UK train operator in its defence against a consumer class action, contributing to a settlement (2022–24)

  • Supported a leading e-commerce marketplace in developing an EU policy paper on the economic benefits of digital product labelling (2024)

  • Produced recommendations on digital interoperability under the EU Digital Markets Act for a consortium of industry stakeholders (2023–24)
