Lirio Barros : Senior Consultant

Lirio is a Senior Consultant at Oxera’s Competition practice. He has experience in merger reviews, antitrust investigations and litigation (including collective actions), market investigations and public policy assessments. His experience includes advising a wide range of clients, from regulators to online platforms, in Brussels, the UK, the Netherlands and other jurisdictions.

Prior to joining Oxera, he completed a Master’s degree in Economics at the University of Amsterdam, focusing on industrial organisation and competition policy.

  • Prosus/Just Eat Takeaway—assisted merging parties with activities as online meal delivery platforms with merger control review by the European Commission, cleared in Phase 1 with conditions (2025)

  • AMD/ZT Systems—advised merging parties active in semiconductors and server design on merger control reviews in front of the European Commission and other competition authorities worldwide, cleared in Phase 1 unconditionally (2024–25)

  • FincoEnergies/Klaas de Boer—supported merging parties in the bunkering sector in the context of a Phase 2 merger clearance by the Netherlands Authority for Consumers and Markets (2024–25)

  • Oxera consultation response to the European Commission’s Draft Guidelines on exclusionary abuse of dominance (2024)

  • KPN/Youfone—examined the competitive impact of a telecoms merger in the context of a Phase 2 review by the Netherlands Authority for Consumers and Markets (2023–24)

  • Assessed the economic benefits of open- and closed-source AI foundation models for Meta (2023)
