EU’s P2B regulation: potential unintended consequences



Online platforms offer many benefits to business users and consumers, and play an important role in society in bringing people and/or businesses together. Platforms facilitate social and commercial exchanges of goods, services and information that would not happen but for their ability to match buyers and sellers.

The European Commission’s proposal for a ‘Regulation of the European Parliament and of the Council on promoting fairness and transparency for business users of online intermediation services’ (P2B Regulation) focuses on the relationship between online platforms and their business users. The Regulation aims to promote fairness and transparency for business users by altering the balance of power between them in negotiations over terms and conditions.

Google asked Oxera to examine the high-level economic arguments around the proposed amendments to the P2B Regulation.
