Ex post evaluations of aid

Nicole Robins, Partner and head of Oxera’s State Aid practice, was invited to be a guest editor of a special edition of the European State Aid Law Quarterly journal focused on Ex Post Monitoring and Evaluation.

Nicole wrote the foreword: Ex Post State Aid Analysis: First Impressions, describing the increasing focus on ex post control in the state aid context. She also gave insights on the role of economic and financial analysis in ex post evaluations of aid, including analysis of the direct and indirect effects of aid.

Nicole also wrote an article with Oxera Consultant Hannes Geldof on Ex Post Assessment of the Impact of State Aid on Competition. The article discusses the role of economic and financial analysis in ex post evaluations of aid schemes, as well as the main insights from a major study undertaken by Oxera for the European Commission in the context of ex post evaluations. This includes the economic framework developed by Oxera to examine the impact of aid on competition, as well as the main findings from Oxera’s study into the main drivers of the likely impact of aid on competition.
