Peter has a background in banking and finance and in economic regulation, with wide experience in executive and non-executive roles across the private and public sectors.

As Senior Financial Adviser at Ofgem from 1997 to 2008, and Corporate Finance Adviser at Ofwat from 2000 to 2006, he had a leading role in developing and implementing regulatory policy on financial matters, and in managing relations with stakeholders in the financial markets. He is currently Chair of Open Water Market Limited and a non-executive director of Market Operator Services Limited. He was a non-executive director of the Office of Rail Regulation from 2004 to 2014, and of the Water Services Regulation Authority (Ofwat) from 2006 to 2011. He also served on the Infrastructure Planning Commission from 2010 to 2012. Before moving into economic regulation, Peter was a banker in London and New York for 30 years, working at one time or another in all the main financial markets. He was closely involved in the UK privatisation programme.
