Since 2002, the Department for Business, Enterprise and Regulatory Reform has had a Public Service Agreement target to ensure that the UK ranks among the three most competitive energy markets in the EU and G7.
Oxera's analysis, based on the benchmarking methodology it developed for BERR, found that the UK met this target in 2006. Evaluating the potential for the UK to continue to meet this target in 2007–11, the report finds that, with the exception of Sweden in one scenario, the UK will continue to meet the PSA target over this period.
