Luis leads the Corporate Finance and Regulation teams at Oxera and applies his economic expertise to finance, competition, regulation and policy issues across a wide range of industries. His areas of specialisation are financial markets, corporate finance, financial regulation, the impact of corporate taxation, corporate governance and econometric modelling. He has also directed policy and research studies for both the Competition Commission and the Office of Fair Trading in the UK, and published on economics and finance matters. He has been involved in UK Competition Commission cases and European Commission regulatory and competition analysis, and has provided written and oral evidence. He has directed two studies for the European Commission on state aid, and has advised financial institutions on state aid matters arising from the global financial crisis.

Luis is a Trustee of the City Parochial Foundation, an independent charitable foundation which aims to tackle poverty and its root causes among the people of London. He is also a Member of the Advisory Board of the Solvay Brussels School of Economics and Management.

  • Leads Oxera’s economic advice to Royal Mail, Southern Water, BAA, the European Commission and various financial services firms in Europe (ongoing)

  • Directs projects for the European Commission on investor protection and other related issues in the financial services sector (2004–)
  • Applies regulatory impact analysis to financial services sector for the UK Office of Fair Trading, UK Financial Services Authority, etc (2001–)
  • Evaluated the impact on cost of capital of UK firms of stamp duty on shares turnover (2005)
  • Cost of capital and profitability assessment of pharmaceutical companies for the OFT (2005)
  • Examined the financial regulation of the asset management and securities firms industries in Europe and the USA (2004–05)
  • Assessed the impact of increasing capital requirements on asset managers (2004–05)
  • Advised the OECD on policies aimed at financing of innovative firms in OECD countries (2004)
  • Directed studies for the Depository Trust & Clearing Corporation on the risks of corporation action failures (2004)
  • Advised LCH Clearnet and the LSE on clearing and settlement, issuer fees investigation by the UK Office of Fair Trading, transaction cost analysis, determinants of listing by companies, etc (2003)
  • Advised the banking sector on strategic decisions and issues relating to the Cruickshank review on levels of competition in banking (2003)
  • Reviewed and analysed the UK Financial Services Authority's client money rules (2002)
  • Assessed the impact of various forms of corporation tax on cost of capital and investment (2001–02)
