Our breadth of economic knowledge...

Each project we undertake is unique, and requires specific economic skill sets and industry knowledge. We take care to select from across our expert consultants the right combination to deliver the services our clients require. If new needs arise as a project progresses, we can draw on the skills from across the business. In addition to assisting our clients in our more traditional sectors, we can apply our skills to other sectors and industries, as necessary. More recently, for example, we have adapted our knowhow to apply to the IP and hi-tech sector, and in state aid and litigation cases.

Sectors

Communications

Oxera’s knowledge of the communications sector and understanding of the variety of jurisdictions and regulatory structures enable us to provide our clients with consultancy that delivers competitive advantage. Our independence and unique approach mean that we consistently achieve the best possible results.

For more information on Oxera’s expertise and experience in communications, contact Felipe Flórez Duncan.

Energy

For 30 years, Oxera has been providing industry and governments with incisive economic advice on the implications of market, regulatory and policy developments in this ever-changing sector. Our skills include energy economics, market (simulation) modelling, competition economics, regulatory theory and finance, and environmental economics. Using these we provide qualitative and quantitative analysis, where possible drawing on established market models, such as the Oxera Wholesale Electricity Model, to put forward recommendations and solutions that are innovative and practical.

For more information on Oxera’s expertise and experience in energy, contact Jostein Kristensen.

Financial services

Our unique capabilities are the result of many years of working with asset managers, banks, credit card institutions, stock exchanges and regulators. This has led to industry expertise and a progressive approach to the areas of regulatory design, competition analysis, risk assessment and corporate finance.

For more information about Oxera’s expertise and experience on financial services, contact Reinder Van Dijk.

IP & hi-tech

We are at the forefront of the economic debates in this area, having worked for companies such as Nokia, EDS, Adobe, BT, Samsung, TomTom and a leading Internet search engine. We have advised clients in patent and FRAND (fair, reasonable and non-discriminatory terms) disputes, providing valuation analysis and litigation strategy. We have provided expert testimony in various competition and merger cases in the sector, often related to the complex interface between IP and competition law. Based on robust modelling work, several of our studies have contributed to policy debates about copyright levies, media rights and FRAND.

For more information on Oxera’s expertise and experience in IP and hi-tech, contact Felipe Flórez Duncan.

Regulation

Since 1982, Oxera has had an unparalleled record of leading the regulatory debate . Our independent analysis and insight have advanced the design of regulatory systems in a wide range of areas, including incentive design, the design of regulatory frameworks and market analysis; price controls/access pricing regimes; cost–benefit analysis; the interaction between regulation and competition policy; applying regulatory theory to unconventionally financed companies (ie, public sector companies, companies limited by guarantee); and advisory work on the acquisition of infrastructure firms.

For more information on Oxera’s expertise and experience in regulation, contact Dr Leonardo Mautino.

Transport

Oxera has been immersed in the transport sector for more than 20 years, offering insight and expertise in all areas. During this time, we have worked with companies, government departments, competition authorities and regulators across the world, and at all levels, from executive boards to analysts.

Corporate finance

Oxera inspires our clients to make confident and informed financial decisions through our understanding of the needs of today’s executives. We support our clients with robust, credible analysis that helps to maximise opportunities, create winning strategies, and deliver optimum return on investment. Above all, we translate our in-depth findings into well-thought-out, independent and clearly presented studies that regularly exceed our clients’ expectations.

For more information on Oxera’s expertise and experience in corporate finance, contact Craig Lonie

Damages

Quantifying the financial consequences of wrongful acts has to take account of several factors. At the heart of many arbitration and litigation cases lie claims for direct lost profits in the form of reduced revenues, increased costs, impaired growth, or lost business opportunities.

We are experts in constructing and analysing the appropriate counterfactual (but-for) scenario in order to quantify damages, and have acted for both claimants and defendants. We combine an excellent understanding of market impacts arising from wrongful practices with our in-depth knowledge in economics and financial analysis to provide robust quantification of damages that can withstand the highest level of scrutiny.

For more information on Oxera’s experience in damages, from both a claimant and a defendant perspective, contact Robin Noble.

Health & pharmaceuticals

Healthcare services across Europe and beyond are subject to regulatory reform and the introduction of competition, while the global pharmaceuticals industry faces increasing scrutiny from policy-makers and competition authorities. This is where Oxera's expertise comes in. We have advised the National Health Service, Office of Fair Trading and Department of Health on reforms to healthcare in the UK, and are on a panel advising Monitor, the new sector regulator. In the Netherlands and South Africa, we have acted for companies and competition authorities on merger inquiries involving hospitals and homecare services. Oxera's economists are regularly engaged as economic experts in competition, litigation and policy matters concerning the pharmaceuticals sector, advising government and private sector clients such as AstraZeneca and Teva Pharmaceuticals Industries.

For more information on Oxera's expertise and experience in Health and Pharmaceuticals, contact Fod Barnes.

Litigation and arbitration support

Commercial disputes come in many forms. Oxera assists clients—both claimants and defendants—in a wide variety of litigation and arbitration matters, from commercial disputes to appeals against regulatory decisions and original-action competition complaints. We work with all the leading law firms and barrister chambers, and have expertise in financial valuation and damages quantification, preparing expert reports, and advising during mediations. Our experts have testified in courts in several jurisdictions, including the UK, the Netherlands, Spain, France, Germany, the USA, New Zealand and South Africa.

Oxera has dedicated sectoral teams in Communications, Energy and Financial Services. The combination of this in-depth sectoral knowledge with our litigation expertise means that we are able to deliver the best outcome to our clients.

Modelling

Specialising in finding the right approach to solve your problems, the Modelling team draws together Oxera's quantitative expertise. Our analysis has high impact, as has been proven when advising on business strategy, regulatory submissions, investor presentations, court cases and competition inquiries. Getting the right answers requires deep industry knowledge, the ability to design simple solutions, robust analysis grounded in reality, and, most importantly, an independent voice. 30 years of industry experience and a dedicated team of analytical experts guarantees that Oxera can deliver all of these.

Performance assessment

Oxera has many years’ experience of helping companies to achieve their aims through improving performance, establishing priorities, and identifying where in the business and how such improvements can be achieved.

For more information on Oxera’s expertise and experience in performance assessment, contact Alan Horncastle.

State aid

It is difficult to find an adviser with a greater depth and breadth of knowledge than Oxera. We have worked with the European Commission on counterfactual scenarios to state aid, helping to improve decision-making in state aid cases, with financial institutions subject to bank restructuring, and with non-banking clients subject to generic state aid rules. Our experience gives us unique insight into decision criteria and analysis of state aid cases.

For more information on Oxera’s expertise in state aid, contact James Kavanagh.
